Governing Body
PTA
bylaws provide for the transaction of business at all levels
of the PTA by three bodies in the following order of authority:
1.
The voting delegates to the annual convention
2. The board of managers
3. The executive committee
Voting
Delegates to the Annual State Convention:
The
Virginia PTA holds an annual state convention,
the voting power of which is vested in the Virginia PTA/PTSA
Board of Managers and other accredited representatives
from the state. In addition to their president or alternate,
local unit PTAs are entitled to additional two delegates
for the first 200 members or less and an additional delegate
for each additional 100 hundred members, or major fraction
thereof, as shown in the records of the Virginia PTA
as of the previous June 30th. Read more about Official
voting delegates in the Membership Library Virtual Convention.
Parliamentary
Authority
Parliamentary
law is a consistent set of rules that governs deliberative
assemblies. The rules protect the rights of the individual,
the minority, the majority, the absentee, and the association.
They require courtesy to all while showing partiality to
none. Parliamentary law provides for consideration of one
subject at a time. Parliamentary law promotes and expedites
business while ensuring justice and equality.
The
current edition of Robert’s
Rules of Order, Newly Revised is the parliamentary
authority adopted by the National PTA and required as the
authority for all PTAs. Its rules govern the unit in all
cases in which they are applicable and in which they are
not in conflict with the bylaws of the unit or those of
the state or National PTA or the articles of incorporation.
Board
of Managers
The
Virginia PTA Board of Managers consists of the state
officers, elected by the convention body; the district
director region representatives elected by the district
directors; 21 district directors elected by the membership
in each district as directed by unit bylaws; and the appointed
chairperson of standing committees elected for a term of
two years.
The
Virginia PTA officers are the state president, president-elect,
vice-president, a secretary and a treasurer.
Executive
Committee
The
Executive Committee includes the elected officers, the
immediate past president, six district director representatives
and two committee chairs. |
