National PTA Applauds Passage
of Supporting Youth Opportunity and Preventing Delinquency Act
ALEXANDRIA, Va., (Sept. 15, 2016) —Yesterday, the U.S. House of Representatives Committee on Education and the Workforce passed the Supporting Youth Opportunity and Preventing Delinquency Act, which would reauthorize the Juvenile Justice and Delinquency Prevention Act (JJDPA) and strengthen the nation’s juvenile justice system. Virginia PTA is currently providing membership card templates in 10-UP and 1-UP formats (English and Spanish). This gives you a choice in how to distribute your membership cards. The templates include National PTA Membership Benefits on the backside, but you have the option of printing the front only and customizing the back as many of you did last year.
Submit your Officers' Contact Information sheet if you have not already. To receive the membership card templates you must meet the following "good standing" requirements: 1) officers information submitted, 2) Bylaws current (5 year), and 3) dues paid in 15/16.
Preventing Theft in Your PTA
Completing your audit with the new Audit Report is the first step towards financial responsibility - it is a financial "check-up" with your president and treasurer. Does your PTA have solid internal controls to prevent theft, fraud and embezzlement? We have tools to help your unit stay protected:
The "Fraud Prevention Checklist" gives you a list of steps your PTA should be taking each month to ensure you are being financially responsible.
"Preventing Theft in Your PTA" e-learning course teaches you how to detect theft in your unit and what to do if you suspect it is happening.

It's a Busy Time for Treasurers!
It's time to:
Check your bylaws (Article: Bylaws) for the annual audit dates - you can have either an individual experienced auditor or audit committee of three (cannot be signers on the account or family members of signers for period being audited) complete the audit. The audit cannot be completed until after the end of your fiscal year. For more information and fillable audit and checklist forms go to Quick Links.
The current year Form 990, 990EZ (2015 IRS form) N-Postcard should be prepared after the audit is complete. This is generally prepared by the current year's (2016-2017) treasurer. Get this completed right after the audit without delay.
Important! The audit report is signed by the current president and treasurer in office when the report is presented to the executive board and adopted by the general membership. Be sure to fill in all dates and have all required signatures on the first page of the audit form before a copy is sent to VA PTA. Please note, the check list is no longer a separate form (it's included in the audit).
When sending copies of the audit and 990 tax forms, you may forward directly to Virginia PTA one of three ways:

Lost Tax Exempt Status from IRS? If your local unit recently received a letter about losing your tax status, please contact me as we have resources to make the filing process easier. If your local unit is one who lost their tax exempt status, filed to get it back and have received your letter from the IRS - please email a copy to email@example.com.

Treasurers - 990N Postcard Acceptance Changes
The I.R.S. changed their procedures. Please see attached procedures for sending the acceptance of your 990N Postcard from the Internal Revenue Service.
Remit your dues payment on or before November 2nd and your PTA/PTSA will be automatically be entered into the Advance Dues Award raffle to receive a $50 gift card to be used on your own PTA/PTSA. No application required.
